Global ignorance about Africa continues to sustain inappropriate global interventions to resolve public health crises, often with disastrous consequences. To explain why this continues to happen, I marshal two theorems that predict basic statistical properties, called ‘the doctrinal paradox’ and ‘the discursive dilemma’, which underlie scientific consensus formation and evidence-based decision making on a global scale. These mathematical results illuminate the epistemic and material injustices committed by the protocols of medical research conducted at the highest level of global knowledge production (...) in the service of international humanitarian aid for Africans. These social choice theorems reveal that a global scientific consensus projecting claims and proposing policies about Africa’s disease burden is likely to yield a low degree of reliability, in that the probability of its accuracy is less than chance. The solution to this anomaly is to remove from the global scientific agenda the statistically unrealisable demand of satisfying too many multinational corporate and foreign governments’ priorities as equally entitled to benefit from the knowledge produced to improve Africa’s public health sector. Instead, foreign funding targeted to support medical science and policy in Africa should be directed by those specialists in situ who are most familiar with their own national health challenges and potential solutions, rather than relying upon foreign decision makers to interpret Africa’s emergency public health care needs. Our contribution in this paper is to highlight the ethical implications of workforce engagement strategies in an age of austerity. Hard or instrumentalist approaches to workforce engagement create the potential for situations where engaged employees are expected to work ever longer and harder with negative outcomes for their well-being. Our study explores these issues in an investigation of the enactment of an engagement strategy within a UK Health charity, where managers and workers face paradoxical demands to raise service quality and (...) cut costs. We integrate insights from engagement, paradox, and ethic of care literatures, to explore these paradoxical demands—illustrating ways in which engagement experiences become infused with tensions when the workforce faces competing requirements to do ‘more with less’ resources. We argue that those targeted by these paradoxical engagement strategies need to be supported and cared for, embedded in an ethic of care that provides explicit workplace resources for helping workers and managers cope with and work through corresponding tensions. Our study points to the critical importance of support from senior and frontline managers for open communications and dialogue practices. (shrink)

It has been claimed that ‘virtuous structures’ can foster moral agency in organisations. We investigate this in the context of employee involvement in corporate philanthropy, an activity whose moral status has been disputed. Employing Alasdair MacIntyre’s account of moral agency, we analyse the results of eight focus groups with employees engaged in corporate philanthropy in an employee-owned retailer, the John Lewis Partnership. Within this organisational context, Employee–Partners’ moral agency was evidenced in narrative accounts of their engagement in philanthropic activities and (...) in their disputes about the moral status of corporate philanthropy. This article documents the increasing participation of poor women in social movements in Latin America, focusing on movements centered around human rights and collective consumption issues, such as the cost of living or the provision of public services. It analyzes the factors that have contributed to the increased participation of poor Latin American women in social movements and why they have chosen the state rather than the workplace as the principal arena of confrontation. Although these movements are undertaken in defense (...) of women's traditional domestic role, collective action appears to be contributing to a greater consciousness of gender subordination among Latin American women and to their greater legitimacy in the public sphere. IT WAS an outlandish, ethically questionable experiment, but this was the 1960s after all. Psychiatrist Robert Heath of Tulane University in New Orleans hoped to cure his patients' depression, intractable pain, schizophrenia, suicidal feelings, addiction, and even homosexuality - which in those days was considered a psychiatric disorder - by drowning them out with pleasure, induced by an electrode implanted deep in their brains.

This paper explores the experiences of infertile women who occupy a liminal space in society, and argues that the fertility clinic served as a space to tolerate women's experiences of liminality. It provided not only rituals aimed at transition to pregnancy, but also a space where women's liminal experiences, which are caused by the existential chaos of infertility, could be tolerated. The British experience seemed to differ from the American one identified in the literature, where self‐management and peer group support (...) are described as strategies used by infertile women to manage infertility. The British women in this study did not appear to draw so much on self‐management or peer group support to deal with their experiences of infertility. They appeared to be isolated in their experience. The clinic thus provided a space in which recognition was given to their intensely private experiences of difference from those in the outside fertile world and allowed them to manage these socially unacceptable, culturally taboo and invisible experiences. However, because of its very limited success rate in enabling women to become pregnant, rather than facilitating the transition of status from infertile to fertile woman, the clinic also served to reinforce the liminal experiences of those women who remained infertile. Inadvertently, the clinic offered a way of being in limbo while at the same time reinforcing the liminal experiences of women. (shrink)

The essay analyses the hermeneutics of civilizational dialogue and identifies four basic principles, or requirements: recognition of the equality of the “lifeworlds;” awareness of the “dialectics” of cultural self-comprehension; acknowledgement of formal “metanorms” such as the principle of mutuality; and transcending the circle of “civilizational self-affirmation.” On the basis of these criteria, the essay investigates how politics will have to be reshaped – domestically, regionally and globally – to enable a genuine dialogue of cultures and civilizations that can also serve (...) as a cornerstone of peaceful coexistence among states. Addressing today’s multicultural reality and its impact on the traditional nation-state, the essay underlines the importance of intercultural openness and “civilizational curiosity” – instead of “civilizational nostalgia” – and suggests a redefinition of “co-existence” in the sense of active mutual engagement. The paper further undertakes a critical assessment of the role of “dialogue” as a fashionable decorum of international politics and questions the instrumentalization of the civilizational paradigm in the context of international politics. Many states make use of personal identity numbers to govern people living in their territory and jurisdiction, but only a few rely on an all-purpose PIN used throughout the public and private sectors. This article examines the all-purpose PIN in Finland as a political technology that brings people to the sphere of public welfare services and subjects them to governance by public authorities and expert institutions. Drawing on documentary materials and interviews, it unpacks the history and uses of the PIN (...) as an elementary building block of the Nordic welfare state, and its emerging uses in the post-welfare data economy. The article suggests that, although the PIN is capable of individualizing, identifying, and addressing individuals, its most important and widely embraced feature is the extent to which it enables interoperability among public authorities, private businesses, and their data repositories. Interoperability, together with advances in computing and information technology, has made the PIN a facilitator of public administration, state knowledge production, and everyday life. More recently, in the post-welfare data economy, interoperability has rendered the PIN a national asset in all the Nordic countries, providing a great advantage to biomedical research, innovation business, and healthcare. Contemporary official parenting advice about disciplining children can be boiled down to ‘Be nice’. I first expand on this claim, drawing on primarily Birth to Five and secondarily Parentchannel.tv, showing that ‘Be nice’ breaks down into the absence of punishment and the expansion of both positive reinforcement and leading by example, these three components comprising an approach that is popularly described as positive parenting. Second, I examine the ways in which such apparently innocuous advice could be damaging: positive parenting is (...) arduous if not impossible, thereby setting parents up to fail, and partly because of this onerousness, it is arguably destructive of the spontaneity of the parent–child relationship. However, the difficulties of upholding a whole-heartedly spontaneous approach to parenting have led critics to endorse a model of the good parent as the reflective parent, and in conclusion I warn that this is just as coercive as the positive parenting model that it is designed to replace. I construct a genealogy of the principle of distinction; the injunction to distinguish between combatants and civilians at all times during war. I outline the influence of a series of discourses--gender, innocence, and civilization --on these two categories. I focus on the emergence of the distinction in the seventeenth-century text "On the Law of War and Peace", authored by Hugo Grotius, and trace it through the twentieth-century treaties of the laws of war--the 1949 Geneva Protocols and the 1977 Protocols Additional. I draw out how the practices of and referents for our current wars partially descend from and are governed by the binary logics of Christianity, barbarism, innocence, guilt, and sex difference articulated in Grotius's text. These binaries are implicated in our contemporary distinction of "combatant" and " civilian," troubling any facile notion of what "humanitarian" law is or what "humanitarian" law does, and posing distinct challenges to theorizations of the laws said to regulate war. Because mourning and memorializing a miscarriage seems to imply acceptance of foetal personhood, feminists have been reluctant to address the often traumatic but common experience of pregnancy loss. Feminist anthropologists of reproduction have argued that adopting a view of personhood as constructed and negotiated, rather than inherent, solves this dilemma and enables the development of a feminist discourse of pregnancy loss. This article aims to make a critical contribution to such a discourse by analysing representations of lost babies and children (...) in online pregnancy loss memorials. It focuses on two genres of representation, idealized angels and medical ultrasound images. It argues that the dominance of a biological model of personhood limits the ability of both forms of representation to secure the status of memorialized children as real. However, pregnancy loss memorials do communicate the anguish of grieving parents, in part through the very unrepresentability of their loss. They also provoke a questioning of the taken for granted subject of `the child', whether imagined or real, absent or present. (shrink)

Embryogenesis requires the precise movement and reorganization of many cell and tissue types. Presumably, cell surface receptors allow cells to interact selectively with adjacent cells and with the extracellular environment, as well as initiate differentiative events by transducing appropriate signals across the plasma membrane. One cell surface component that serves as a receptor during a variety of cellular interactions is β1,4‐galactosyltransferase. Cell surface galactosyltransferase participates in diverse cellular interactions by binding its specific glycoconjugate substrate on adjacent cell surfaces or in (...) the extracellular matrix. Biochemical, immunological, and molecular probes are being used to better define cell surface galactosyl‐transferase functional in cellular interactions during fertilization, intercellular adhesion, cell migration, and growth control. Although there has been significant academic interest in the complex relationship between gender and migration, the relevant literature often focuses on women as victims of trafficking, sexism and racism in the host and sending societies. This article discusses instead the question of gender and migration as an open field of contestation within which transitory and incomplete identities are performed. Based on a series of focus group discussions with Albanian women working in the domestic sector in Athens, the article documents the (...) emergence of a discourse of `becoming masculine' while performing typically `feminine tasks'. Drawing from Judith Butler's theoretical challenge to subject formation, the analysis traces the development of gender relations within discourse. While Albanian women are doubly disadvantaged in the mind—body relationship, they gradually come to perform roles that redefine the space of domesticity where the limits between men/women, private/public and migrants/nationals lie. Why might alternative taxonomies be needed in contemporary life, and how might the notion of categorisation or anti-categorisation be thought speculatively? This essay considers some of the ways that life and matter have been historically divided and segmented and asks how this might be rendered mobile, offering new divisions and definitions for those who exist outside hegemonic segments or scales.

In turning to photography the paper explores ways of conveying historical truth. It seems that contemporary art places itself at the very limit of representation in an attempt to remain faithful to historical eventuality. In fact, one is reminded of the type of historical occurrence which can be grasped only through ‘as-if presentations’, to remember the Kantian term. ‘Fiction’, therefore, is no longer opposed to ‘truth’, but becomes its conductor and ally.

In the late 1930s networks of amateur observers across Britain were collecting data on birds , aircraft and society itself . This paper concentrates on birdwatching practice in the period 1930–1955. Through an examination of the construction of birdwatching's subjects, the Observers, and their objects, birds, it is argued that amateur strategies of scientific observation and record reflected, and were part-constitutive of, particular versions of ecological, national and social identity in this period. The paper examines how conflicts between a rural, (...) organicist Britishness and a modern, planner-preservationist Britishness were elaborated and contained within the figure of the birdwatcher and within the institutional epistemologies of the Royal Society for the Protection of Birds and the British Trust for Ornithology. Such conflicts are shown to be embedded in the structuring of visual perception in different strategies of bird and aircraft identification, particularly between analytic and gestalt methods; the paper examines, using the related ‘field-science’ of aircraft recognition, the importance of identificatory processes in the construction of the Observer, and concludes by examining whether tensions between organicist and scientific discourses were in any sense resolved by the end of this period. This paper argues that the position on free will which is defended in ‘Freedom: An Impossible Reality’ is not, as Tallis claims, a compatibilist view, but actually a version of libertarianism. While endorsing many aspects of that libertarian view itself, the paper raises questions about how one of the central arguments for Tallis’s view is supposed to work, and queries whether it really follows from the fact that we need to stand apart from nature in a certain sense, in order (...) to develop the kind of abstract knowledge that is constituted by the body of scientific law, that our own actions are not mere manifestations of what Tallis calls the ‘habits of nature’. It is also suggested that while a strong case can be made for many varieties of human exceptionalism, Tallis’s view of animal behaviour may be too simple and that there are examples of animal agency which cannot be explained merely by the associative learning which appears to be the highest grade of animal cognition that Tallis countenances. Problems with clinical research that create conflicts between doctors' therapeutic and research obligations may be fueled by a rigid view of science as determiner of truth, a heavy reliance on statistics, and certain features of randomized clinical trials. I suggest some creative, feminist approaches to such research and explore ways to provide choice for patients and to use values in directing both therapy and science - to enhance the effectiveness of each.

This article examines a changing global reality that manifests itself in new forms of social activism. The struggle of the multitude challenges political representation and contemporary art seems to corroborate this observation. Becoming a form of social intervention, it turns into an active force and leaves behind the need to double action with representation, representational practices being the hallmark of classical art. A new theory of the image would have to incorporate this dynamic: it would have to treat and develop (...) the basic categories of action and relation. There are few philosophies of the act, and the existing semiotic models mostly deal with dual structures (signifier/signified; sign/meaning; image/referent, and so on). It is necessary to sketch out a dynamic theory of the image that would: (1) reveal the limitations of the concept of representation; (2) conceive of the image as a set of multiple changing relations. The image would thus be seen as a necessary part of the relations governing the world in its entirety, that is, as part of the movement of matter itself. Which is another way of saying that those relations are actualized, or expressed, in the image. (shrink)

A ‘good enough’ nurse: supporting patients in a fertility unitIn this paper, I discuss the findings of an ethnographic study of a fertility unit. I suggest that caring as ‘emotional awareness’ and ‘non‐caring’ as ‘emotional distance’ may be forms of nursing akin to Fabricius’s (1991) arguments around the ‘good enough’ nurse. This paper critiques caring theories and contributes to the debates over the nature of caring in nursing.
